Santa Fe Limo

How is this legal? I couldn't believe my eyes. It's a cut off dodge van, with wooden supports..like an adobe car, and mexican blanket seat covers. 'Couldn't pay me to ride in this one. I saw it fill up with people and away they went. God bless 'em.
